EXECUTIVE ORDERS
WHEREAS, Changes to the present Executive Order of July 1,
1976 creating the State's organizational structure and
advisory councils to implement CETA are necessary to
implement the new provisions of CETA;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTION 24, OF THE CONSTITUTION OF
MARYLAND, BY ARTICLE 41, SECTIONS 15, 15C, AND 15CA OF
THE ANNOTATED CODE OF MARYLAND, AND PURSUANT TO THE
PROVISIONS OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING
ACT AMENDMENTS OF 1978, HEREBY ISSUE THE FOLLOWING
EXECUTIVE ORDER:
1. Rescission of Previous Executive Order
The Executive Order issued on July 1, 1976 to
implement the CETA program is rescinded.
2. Secretary of Human Resources
The Secretary of Human Resources is delegated
full gubernatorial responsibility for the
implementation of the Comprehensive Employment
and Training Act Amendments of 1978.
3. State Employment and Training Council
(a) The State Employment and Training
Council shall replace the State Manpower
Services Council.
(b) The State Employment and Training
Council shall consist of 48 members
appointed by the Governor. Members of the
Council shall be appointed for terms of
three years, except, that, in the initial
appointment, one-third of the members will
be appointed for one year, one-third for
two years and one-third for three years.
The Chairperson of the Council, who shall
be a public member as defined in subsection
(d) hereof, shall be designated by the
Governor and will not be an elected
official or an employee of the State of
Maryland.
(c) The membership of the State Employment
and Training Council shall be comprised . of
representatives of such groups as required
by Section 110(a)(3) of the Comprehensive
Employment and Training Act, as amended,
and such rules and regulations as may be
promulgated thereunder.
