JOINT RESOLUTIONS

WHEREAS, This increase in the rate of mileage
reimbursement will cost approximately $132,000 for the
remainder of fiscal year 1980, of which $71,000 is in
general funds, and will cost approximately $399,000 on an
annual basis, of which $215,500 is in general funds; and

WHEREAS, It is proposed that the several agencies be
required to absorb this increased cost for fiscal year 1980;
and

WHEREAS, Article 41, § 245(c) requires that a rule
change involving an increase in State expenditures must be
approved by the General Assembly if it is in session or by
the Joint Budget and Audit Committee during the interim
period; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
rule change adopted by the Board of Public Works increasing
the rate of mileage reimbursement from 16 cents to 18 cents
is approved, this change to take effect March 1, 1980.

(Senate Joint Resolution No. 6)

A Senate Joint Resolution concerning

Surface Mining and Control Act

FOR the purpose of requesting the Congress of the United
States to amend a certain Act of Congress to authorize
the coal producing states to establish surface mining
and reclamation programs within their respective
states.

It is generally acknowledged that the overlapping and
often contradictory authority of various federal and state
agencies engaged in the regulation of the surface and deep
mining industries has resulted in unreasonable and
unnecessary burdens on the economies of coal producing
states, particularly Maryland; and

The Office of Surface Mining Reclamation and
Enforcement (OSM) has failed to recognize or to adapt to the
unique topography, climate, and problems of each coal
producing state; and

The State of Maryland historically has recognized and
has excelled in the promotion of the environmental and
economic well-being of the State while regulating its
surface mining industry; now, therefore, be it
