SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979. is hereby declared to be an
emergency measure and necessary for the immediate
preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

AN ACT concerning
Public Service Commission - Gubernatorial Commission
FOR the purpose of altering the date by which the
Gubernatorial Commission to study the Public Service
Commission Law is required to make a final report, with
recommendations and legislation; removing a requirement
that has expired; and making this Act an emergency
measure.
BY repealing and reenacting, with amendments,
Chapter 748 of the Acts of the General Assembly of 1978
Section 1(1)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That chapter(s) of the Acts of the General
Assembly be repealed, amended, or enacted to read as
follows:
Chapter 748 of the Acts of 1978
1. There is established a Gubernatorial Commission
to study the provisions of Article 78 - Public Service
Commission Law. The Commission shall complete a thorough
review of these provisions to determine if any changes in
the law or procedures and regulations of the Commission are
advisable. The Commission shall make a final report
including any recommendations and draft legislation by
January 10, [1979] 1980. [An interim report shall be made
to the General Assembly at the beginning of the 1978 Session
of the General Assembly.]
