EXECUTIVE ORDERS
EXECUTIVE ORDER OF MAY 17, 1979

WHEREAS, Maryland's present system of categorical public
assistance is founded, in part, on a standard of need
developed some ten years ago; and
WHEREAS, There is an increasing need to revise that standard
in order to accurately reflect the current minimum
needs of those genuinely requiring categorical public
assistance; and
WHEREAS, There is a corresponding need for that standard to
accurately reflect the availability of pertinent
service programs and supplementary forms of assistance;
and
WHEREAS, There is a similar need for the establishment of
such a standard with respect to the program of general
public assistance;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, DO
HEREBY, UNDER THE POWER AND AUTHORITY VESTED IN ME BY
ARTICLE II, SECTION 1, OF THE CONSTITUTION OF MARYLAND
AND BY THE LAWS OF MARYLAND, ISSUE THE FOLLOWING
EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY.
1. There is a Governor's Commission on Welfare
Grants.
2. The Commission consists of nine members
appointed by the Governor.
3. The Commission shall study and recommend to
the Governor:
A revision to the present standard of need
which accurately reflects the current minimal
requirements of public assistance recipients in
categorical programs, in light of service
programs such as the day care program and
supplemental assistance programs such as the food
stamp program and the medical assistance program;
and
A similar standard of need for the program
of general public assistance.
4. The Commission shall submit a written report
of its findings and recommendations to both the
Governor and the General Assembly of Maryland by
November 1, 1979.
