2384                                       EXECUTIVE ORDERS

11. Executive Order 01.01.1971.10, which was
promulgated on May 14, 1971 and which established
the Commission on the Concerns of
Spanish-speaking People, is rescinded. The
Commission is superceded by the Commission on
Hispanic Affairs established by this Order.

EXECUTIVE ORDER OF DECEMBER 21, 1978

GOVERNOR'S COMMISSION ON LAW ENFORCEMENT

AND THE ADMINISTRATION OF JUSTICE

WHEREAS, The Governor's Commission on Law Enforcement and
the Administration of Justice was created by Executive
Order in June, 1967; and

WHEREAS, The composition and functions of the Commission
were revised by Executive Orders of April 4, 1969, June
5, 1969, January 15, 1971, April 14, 1975, and November
13, 1978; and

WHEREAS, The powers, duties, and functions of the Executive
Director of the Commission are in need of further
clarification in order to specify his authority to act
on behalf of the Commission;

NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTION 6 AND 24 OF THE CONSTITUTION OF
MARYLAND, AND BY ARTICLE 41, SECTION 15C OF THE
ANNOTATED CODE OF MARYLAND, HEREBY PROMULGATE THE
FOLLOWING ORDER AMENDING EXECUTIVE ORDER 01.01.1978.12,
EFFECTIVE IMMEDIATELY:

1. Creation of Commission; composition;

organization

(a)   The Governor's Commission on Law
Enforcement and the Administration of Justice is
created as an independent unit within the
Executive Department.

(b)   The following persons are, ex
officio, members of the Commission, but with the
power to vote.

(1) The Chief Judge of the Court of
Appeals of Maryland;
