Further, there are specific benefits not currently
available to full-time legislative employees that should be
available to them since these benefits are available to the
employees in the staff agencies. A few of these benefits
have already been rejected when previous personnel practices
were developed.
This legislation was meant to be remedial, correcting a
bill which was passed during the 1978 session. The
above—mentioned areas of concern, however, leave us no
choice but to request that you veto House Bill 855.

AN ACT concerning
Creation of a State Debt — Baltimore City Jail
FOR the purpose of authorizing the creation of a State Debt
in the aggregate amount of $ 1,250,000 $1,000,000, the
proceeds to be used for the acquisition, construction,
or renovation of work release centers for the purpose
of housing certain Baltimore City Jail residents in
work release programs; renovation and conversion of the
existing City Jail Food Service Building into a
vocational/educational training center and dormitory;
funds to complete construction of the new City Jail
kitchen to comply with standards of the State Health
Department and State Jail Inspector; subject to the
requirement that Baltimore City provide at least an
equal and matching sum amount for the same purpose; and
providing generally for the issue and sale of bonds
evidencing the loan.
