A House Joint Resolution concerning
Unemployment Insurance
FOR the purpose of requesting that the Employment Security
Administration report to the General Assembly
concerning what steps it is taking to eliminate
fraudulent claims for benefits or other claims which
are not legitimate and should not be paid.
WHEREAS, The State of Maryland has declared economic
insecurity due to unemployment a serious menace to the
health, morals, and welfare of the people of this State; and
WHEREAS, The State of Maryland maintains a system of
unemployment insurance in which employers set aside
unemployment reserves to be used for the benefit of persons
unemployed through no fault of their own; and
WHEREAS, This system of unemployment insurance has
become subject to certain abuses, has lost some of its
original purpose, and has become a form of welfare for
unemployed persons who abuse the spirit and letter of the
unemployment insurance law; and
WHEREAS, The business sector, particularly small
businesses, unjustly suffer by contributing to a fund which
provides benefits for certain persons who should be ruled
ineligible; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
integrity of the unemployment insurance program must be
protected. That only those who are unemployed through no
fault of their own and are actively seeking available work
should receive benefits; and be it further
RESOLVED, That the President of the Senate and Speaker
of the House are requested to contact the Director of the
Employment Security Administration in order to have him
report to the General Assembly no later than January 1, 1980
concerning what steps are being taken to eliminate
unjustified or fraudulent claims; and be it further
