HARRY HUGHES, Governor

FOR the purpose of requesting the Governor to appoint a
committee to study the State budget format and budget
preparation and accounting processes.

WHEREAS, The present program budget format is over 25
years old and was instituted before the use of modern
data-processing techniques; and

WHEREAS, There is currently a duplication of funding
with federal and nonbudget funds; and

WHEREAS, Positions that are annually authorized are not
currently reflected under the present program budget format
and, consequently, are difficult to control; and

WHEREAS, In many instances, transfers of funds are
duplicated by the agencies; and

WHEREAS, A revised budget format could better depict
agency roles and functions; and

WHEREAS, The General Assembly does not appropriate all
special and federal funds utilized by the State; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor appoint an independent committee composed of
representatives from the executive, judicial, and
legislative branches to study the State budget format and
budget preparation and accounting processes; and be it
further

RESOLVED, That the committee report its findings and
recommendations to the Governor and the General Assembly by
December 31, 1980; and be it furhter further

RESOLVED, That copies of this Resolution be sent to the
Governor.
