SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
he repealed, amended, or enacted to read as follows:
Article 43 - Health
[Electrologist Practice Act
(a) (1) As used in this subtitle the following
words have the meanings indicated.
(2) "Board" means the State Board of
Electrologists Examiners.
(3) "Certified instructor electrologist" means
those persons registered under this subtitle to practice and
teach the practical education of electrology to student
electrologists.
(4) "Permanent hair removal" means removal of
hair by instruments approved by this Board capable of
electro—desiccation, electro—coagulation, or other action,
causing ultimate destruction of the hairs1 regenerative
cells, thus effecting permanent hair removal.
(5) "Practice of electrology" means the
performance of acts requiring specialized knowledge,
judgment and skill based on the principles of effecting
permanent hair removal.
(6) "Registered electrologist" means those
persons registered under this subtitle to effect permanent
hair removal by means of instruments approved by this Board.
(7) "Student electrologist" means a person
studying the theoretical and practical aspects of effecting
permanent hair removal.
(b) (1) Upon the recommendation of the Secretary of
Health and Mental Hygiene, the Governor with the advice and
consent of the Senate shall appoint a State Board of
Electrologists Examiners consisting of 3 registered
electrologists and two public members. The Board shall have
available, as a consultant, a person licensed by this State
to practice medicine.
(2) The Board shall be within the Department of
Health and Mental Hygiene.
(3) The terms of office for members of the
Board shall be 3 years. Each Board member shall serve until
his successor is appointed. No member may be appointed for
