Chapter 671 of the Acts of 1977
As Amended by Chapter 174 of the Acts of 1978

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That:

1.

(2) The actual cash proceeds of the sale of the bonds
shall be paid to the Treasurer and shall be first applied to
the payment of the expenses of issuing and delivering the
bonds unless such funds are otherwise provided and
thereafter shall be credited on the books of the State
Comptroller and expended, upon approval by the Board of
Public Works, for the following public purposes, including
any applicable architects' and engineers' fees:

(E) Department of Public Safety and Correctional
Services:

(1) Division of Correction:

(a) Headquarters:

(4) Acquisition of the property at 3500
East Biddle Street, Baltimore[, and
renovation/construction to provide a
640-bed medium security unit and 250
b
ed minimum security unit on the site.
In implementing this appropriation,

the State shall comply with the

following:

(I) The design of the complex shall
be such that, (aa) through appropriate
architectural design, setbacks and/or

landscaping, Biddle Street is

aesthetically and securely—buffered

from any structures used for the

housing of prisoners, and (bb) if any

new buildings of more than four

stories are constructed for the

housing of prisoners, they shall be

located as far on the site as

practicable from the nearby

communities;

(II)  Representatives of the nearby

communities and of the City of

Baltimore—shall be afforded the

opportunity for meaningful and

appropriate input into the design and
operation of the facility;

(III)  Preference shall be given to
qualified residents living within a
