Branch are directed to cooperate with the
Interagency Committee, the Director on Aging, and
the Secretary of Transportation in carrying out
the provisions of this Executive Order.
EXECUTIVE ORDER OF FEBRUARY 22, 1978

COAL SUPPLY - POTOMAC EDISON AREA
WHEREAS, On November 14, 1973, Governor Marvin Mandel
proclaimed that a state of emergency existed within the
area constituting the entire State of Maryland by
reason of an acute shortage of usable energy resources;
and
WHEREAS, He further proclaimed that, in accordance with
the procedures contained in Article 41, Section 15B of
the Annotated Code of Maryland, he would promulgate
reasonable Orders, Rules and Regulations, as necessary,
to protect the public health, safety and welfare and to
bring the emergency situation under control; and
WHEREAS, As Acting Governor of the State of Maryland, I
have a duty to promulgate such reasonable Orders, Rules
and Regulations, in accordance with Article 41, Section
15B, as necessary, to protect the public health, safety
and welfare in any emergency situation caused by a
shortage of usable energy resources; and
WHEREAS, A strike action by the United Mine Workers Union,
because of its duration, has resulted in a drastic
reduction of the available supply of coal necessary to
generate electricity in certain parts of the State; and
WHEREAS, The Potomac Edison Company, a part of the
Allegheny Power System, has informed me that it has
less than a 25—day supply of coal remaining for the
purpose of generating electricity for its customers,
and that, notwithstanding a limited ability to purchase
some amounts of electricity from other sources, this
supply of coal represents a critical shortage for the
Company; and
WHEREAS, Absent an immediate settlement of the United Mine
Workers strike and absent certain measures to conserve
electricity, this lack of coal will have a profound
effect upon the citizens of the State who live within
the Potomac Edison Company service area; and
