RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this
Body urges the Congress of the United States to send HR9000
sailing through that Body so that our World War I veterans
can receive the very modest sum for which provision is made
by HR9000; and be it further

RESOLVED, That a copy of this Resolution he sent to the
Maryland Congressional Delegation: Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Robert E.
Bauman, Clarence D. Long, Barbara A. Mikulski, Marjorie S.
Holt, Gladys N. Spellman, Goodloe E. Byron, Parren J.
Mitchell, and Newton I. Steers, Jr., House Office Building,
Washington, D.C. 20515.

(Senate Joint Resolution 41)

A Senate Joint Resolution concerning

Greater Baltimore City Metropolitan Area — Housing
Assistance Payments Program

FOR the purpose of urging certain owners of rental dwelling
units in areas of Baltimore City where the population
is not predominantly low income or of a racial minority
to cooperate in the Housing Assistance Payments Program
of the Baltimore City Department of Housing and
Community Development.

WHEREAS, The Housing Assistance Payments ("HAP")
Program of the Baltimore City Department of Housing and
Community Development (The "Department") was set up to
provide housing assistance for low and moderate income
families and individuals and elderly, displaced, disabled,
or handicapped individuals; and

WHEREAS, There are many senior citizens who live in
Baltimore City or in Baltimore County within the area
eligible for the HAP Program, who, as in—place tenants,
would qualify for partial payment of their rent by the
Department but are prevented from receiving this aid because
the owner of their dwelling unit will not sign a contract
with the Department to participate in the program. In many
instances, the owner's hesitation is based on reservations
with respect to possible constraints or paperwork in the HAP
Program. The General Assembly wishes to assure any owner of
a rental dwelling unit that the Department has made every
effort to assume the responsibility of paperwork and that
