THE STATE OF HIS RESIDENCE.
(D) VEHICLES Of NONRESIDENT STUDENTS.
If A NONRESIDENT IS A STUDENT ENROLLED IN AN
ACCREDITED SCHOOL, COLLEGE, OR UNIVERSITY Of THIS STATE
OR Of A BORDERING STATE OR IS SERVING A MEDICAL
INTERNSHIP IN THIS STATE, THE NONRESIDENT NEED NOT
REGISTER HIS VEHICLES IN THIS STATE IF:
(1) THE STATE OF WHICH THE NONRESIDENT IS A
RESIDENT EXTENDS THE SAME PRIVILEGES TO THE RESIDENTS OF
THIS STATE; AND
(2) THE NONRESIDENT MEETS THE REQUIRED
SECURITY PROVISIONS Of THE MARYLAND VEHICLE LAW AS TO ANY
VEHICLE TO WHICH THIS EXEMPTION APPLIES.
REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §3-402.1.
In the introductory language of subsection (a)
of this section, the present reference to a
nonresident "owner, operator or custodian" is
deleted as unnecessary. Also, in subsections
(a) and (d) of this section, the present
references to exemptions from paying "any
registration fees" are deleted as encompassed
within the exemption from registration
generally.
In subsection (a)(1) of this section, the
present reference to a vehicle that "displays
upon it a...registration card" is modified to
permit expressly the carrying of the card in
the same manner permitted under §13—409 of
this subtitle for vehicles registered in this
State. According to the Administration, the
present implication that the vehicle must
actually have the card displayed — for
example, in a window or on its steering
column—-was not intended.
In subsection (a)(2) of this section, the
first clause of present §3-402. 1(a)4 is
deleted as unnecessary and misleading. That
clause provides that, to be exempt, the
vehicle of the nonresident may not be
"maintained in this State for purposes of
operation during any ... periods which total
more than 120 days in any year, by a
nonresident who has temporary residence in
this State" (emphasis added). Under §11—149
of this article, if a person maintains a
"temporary residence" in this State for more
than 120 days, that person is, by definition,
a "resident"; consequently, the exemption
would not apply to a vehicle of that person,
