State Manpower Services Council.
(b) All personnel, funds, facilities,
powers, duties, assets, and
liabilities of the present State
Manpower Planning Office shall be
transferred to the Office created
hereby. The Secretary of Human
Resources shall promptly prepare
and submit any required budget
amendments and other documents
necessary to effect this transfer.
(c) The State Manpower Planning Office
shall assist the State Manpower
Services Council and its Chairman
in the performance of their duties
and functions.
5. Cooperation of State Departments and
Agencies.
All State departments and agencies shall
cooperate with the State Manpower
Planning Office and with the Councils
created in this Order to effectuate its
purposes.
6. Effective Date.

This Executive Order shall take effect
July 1, 1976.

EXECUTIVE ORDER OF JULY 9, 1976
CODE OF FAIR PRACTICES
WHEREAS, In recognition of the State's responsibility to
root out the evils of discrimination on the basis of
race, color, creed, national origin, sex, and age, I
promulgated a Code of Fair Practices on December 9,
1970, by Executive Order; and
WHEREAS, Although much progress has been made during the
past six years in achieving the objectives of the
Code, there is still more that can and should be
done in this area; and
WHEREAS, In order to overcome any continuing such
discrimination, it is necessary to ascertain where
