Speaker shall appoint six Delegates, at least one of whom
shall be a member of the minority party and not more than
three of whom shall be members of the Legislative Policy
Committee. The President and Speaker shall serve as ex
officio members of the Commission and shall jointly
appoint three non—legislative members to represent the
interests of the general public; and be it further
RESOLVED, That the Commission report its findings
and recommendations to the General Assembly by November
1, 1977; and be it further
RESOLVED, That copies of this Resolution be sent to
the President of the Senate and the Speaker of the House
of Delegates.

(Senate Joint Resolution 15)
A Senate Joint Resolution concerning
College Credit fee Nonacademic Learning
FOR the purpose of requesting the State Board for Higher
Education to recommend develop guidelines and
procedures for the most effective means to enable
Maryland residents to earn college credits for
nonacademic pursuits.
WHEREAS, The General Assembly of the State of
Maryland finds, with respect to academic credits and
degrees, that what a person knows is more important than
how it was learned; and
WHEREAS, Academicians and national authorities in
higher education, acting through such organizations and
agencies as the American Council on Educational Testing
Service, and the University of the State of New York,
have collaborated to establish and promulgate realistic
standards and measurements of college—level educational
achievements in scores of different subject areas; and
WHEREAS, Many Maryland citizens, in order to
demonstrate and verify college-level knowledge, must
travel out—of—state in order to be examined; and
WHEREAS, There is irrational variation among
institutions of higher learning in Maryland, and within
