28A. ARREST WITHOUT A WARRANT.
THE ARREST OF A PERSON MAY BE LAWFULLY MADE ALSO BY
ANY PEACE OFFICER WITHOUT A WARRANT UPON REASONABLE
INFORMATION THAT THE ACCUSED STANDS CHARGED IN THE COURTS
OF A STATE WITH A CRIME PUNISHABLE BY DEATH OR
IMPRISONMENT FOR A TERM EXCEEDING ONE YEAR, BUT WHEN SO
ARRESTED THE ACCUSED MUST BE TAKEN BEFORE A JUDGE OR
DISTRICT COURT COMMISSIONER WITH ALL PRACTICABLE SPEED
AND COMPLAINT MUST BE MADE AGAINST HIM UNDER OATH SETTING
FORTH THE GROUND FOR THE ARREST AS IN THE PRECEDING
SECTION AND THEREAFTER HIS ANSWER SHALL BE HEARD AS IF HE
HAD BEEN ARRESTED ON A WARRANT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

CHAPTER 571
(House Bill 1543)
AN ACT concerning
General Construction Loan of 1974
FOR the purpose of amending the General Construction Loan
of 1974 and making these amendments in order to
alter the use of monies therein appropriated for the
Department of Economic and Community Development for
the Maryland Historical Trust for grant to the City
of Baltimore for the acquisition and/or restoration
of historic facilities included in the National
Register to permit all or any portion of these
monies to be used for the restoration of the
Washington Monument in Baltimore City.
BY repealing and reenacting, with amendments,
Chapter 289 of the Laws of Maryland of 1974

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 5(R)(3) (g) of Chapter 289 of the
Laws of Maryland of 1974, be and it is hereby repealed
and reenacted, with amendments, to read as follows:
