in violation of § 21-902 of the Transportation Article, a
chemical test of his breath[,] OR blood[, urine, or other
bodily substance] may be administered to the person for
the purpose of determining the alcoholic content [in his
body] OF HIS BLOOD.
10-304.
(b) The chemical test of breath [or urine] shall
be administered by a qualified person with equipment
approved by the toxicologist of the office of the chief
medical examiner of the Department of Postmortem
Examiners at the direction of a police officer making the
charge that the person was driving while intoxicated or
while his driving ability was impaired by the consumption
of alcohol.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

AN ACT concerning
State Treasurer — Insurance Program
FOR the purpose of changing the authority of the State
Treasurer to purchase or provide insurance for State
losses or risks; requiring competitive bidding in
certain purchases of insurance; abolishing the State
Self-Insurance Trust Fund and establishing the State
Insurance Trust Fund to be administered by the
Treasurer; establishing sources of funds for the
State Insurance Trust Fund; specifying the extent of
coverage of Self-Insurance; providing for payment to
State agencies for losses and the collection of
premiums from State agencies in certain cases;
relating to the State's insurance program; and
clarifying language.
BY repealing and reenacting, with amendments,
Article 95 - Treasurer
Section 25, 26, 27, 28, 29, 30, 31, 33, and 35
