The term "emergency vehicle" is substituted
for "authorized emergency vehicle"; see
§11-118 of this article.
The reference to a police vehicle is new
language added to conform to the otherwise
similar provisions of §21-405 (a), which
recognize that police vehicles do not require
visual signals. See, also, §21—106 of this
title.
The reference to an "approaching" vehicle is
added for clarity; in this regard, see
revisor's note to §21—503 of this subtitle.
The phrase "using ... signals ..." is
substituted for the present phrase "proceeding
as provided in ..." to conform to the similar,
more precise statement in §21-405 of this
subtitle.
The only other changes are in style.
21-511. RIGHT-OF-WAY OF BLIND PEDESTRIANS.
(A) AT UNREGULATED CROSSINGS.
(1) AT ANY HIGHWAY CROSSING OR INTERSECTION
WHERE TRAFFIC IS NOT REGULATED BY A POLICE OFFICER OR
TRAFFIC CONTROL SIGNAL, A BLIND OR PARTIALLY BLIND
PEDESTRIAN HAS THE RIGHT-OF-WAY IF:
(I) BEFORE ATTEMPTING TO CROSS, HE EXTENDS
BEFORE HIM AT ARM'S LENGTH, A WHITE CANE, A CANE THAT IS
WHITE TIPPED WITH RED, OR A CHROME, NICKEL, ALUMINUM, OR
OTHER REFLECTING OR SHINING METAL CANE; OR
(II) HE IS ACCOMPANIED BY A GUIDE DOG.
(2) WHEN THE DRIVER OF A VEHICLE AT OR
APPROACHING A CROSSING OR INTERSECTION SEES A BLIND OR
PARTIALLY BLIND PEDESTRIAN DESCRIBED IN PARAGRAPH (1) OF
THIS SUBSECTION, THE DRIVER SHALL:
(I) IMMEDIATELY STOP;
(II) LEAVE A CLEAR LANE THROUGH WHICH THE
PEDESTRIAN MAY PASS; AND
(III) STAY STOPPED UNTIL THE PEDESTRIAN HAS
PASSED COMPLETELY THROUGH THE CROSSING OR INTERSECTION.
(B) AT REGULATED CROSSINGS.
THIS SECTION DOES NOT AFFECT THE MOVEMENT OF TRAFFIC
AT ANY HIGHWAY CROSSING OR INTERSECTION WHERE TRAFFIC IS
REGULATED BY A POLICE OFFICER OR TRAFFIC CONTROL
SIGNAL. HOWEVER, IF A BLIND OR PARTIALLY BLIND
