specific subject for the use of the General Assembly:
1. A standing committee of either house of
the General Assembly.
2. A joint committee of both houses.
3. A subcommittee of a standing or joint
legislative committee.
4. The Legislative [Council] POLICY
COMMITTEE or any of its committees or subcommittees[,
when acting at the direction of the General Assembly],

The Committee shall meet at times it deems
appropriate. The members shall be reimbursed for
expenses incurred in the performance of their duties.
The Committee shall possess the powers of the Legislative
[Council] POLICY COMMITTEE as provided in §30 of this
article.
SECTION 5. AND BE IT FURTHER ENACTED, That Sections
231Q and 405(g) of Article 41 — Governor—Executive and
Administrative Departments, of the Annotated Code of
Maryland (1971 Replacement Volume and 1975 Supplement) be
and they are hereby repealed and reenacted, with
amendments, to read as follows:

Administrative Departments

(a) Each board may provide for the waiver of the
requirements set forth in section 231—O when the public
health and safety is endangered following any natural
disaster or act of God; when a state of emergency is
declared by the Governor; or when a bona fide single
source of supply, or proprietary product or process is
required.
(b) Each waiver and the reasons therefore shall be
documented and reported to the [legislative council]
LEGISLATIVE POLICY COMMITTEE within 30 days.

(g) It is legislative intent in this section that
the building be of such size as to seat approximately
3500 persons for conventions, provide space and
facilities for a minimum of 1500 for banquets, and
contain from four to six executive committee rooms. In
addition thereto, there shall be such office space
provided as necessary for the use of the Chief Executive
of the State of Maryland while visiting the resort, and
suitable rooms available for use of the Legislative
