transferred to the University of Maryland without any
further qualifications, without any change or loss of
rights or status, and shall retain their merit system
status subject to the provisions of this Act.
SECTION 5. AND BE IT FURTHER ENACTED, That all
persons who are appointed under the terms of this action
to the position of Superintendent of the Maryland
Psychiatric Research Center and to scientific and
technical positions at the Center who were on December
31, 1976 members of the Employees' Retirement System of
the State of Maryland shall transfer all prior service to
which they were entitled on December 31, 1976 to the
Teachers' Retirement System from January 1, 1977 without
any loss of rights, benefits, or status, subject to the
provisions of this Act. All classified employees of the
Center who were on December 31, 1976 members of the State
Employees' Retirement System shall retain their status in
that system under the provisions of this Act from January
1, 1977 without any loss of rights, benefits, or status.
SECTION 6. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
State Funding — Youth [[Service Bureau Programs]]
Services Bureaus
FOR the purpose of providing certain State funding for
certain Youth [[Service Bureau programs;]] Service
Bureaus; providing for the definition of Youth
Services Bureau; providing for the Department of
Juvenile Services' implementation of certain rules
and regulations governing the eligibility,
evaluation and approval of youth service programs;
and providing for the availability of funds in the
State budget and rules for the disbursement of the
funds to the local subdivisions.
