HOWARD COUNTY

(4)    IN ORDER TO PROVIDE CREDIT FOR SERVICE
PRIOR TO JANUARY 1, 1974, EACH DEPARTMENT SHALL REVIEW
THEIR MEMBERSHIP ROSTER TO DETERMINE THE NUMBER OF YEARS
CREDIT FOR EACH MEMBER WHO IS ENTITLED UP TO JANUARY 1,
1974. IN MAKING THIS ANALYSIS, THE STANDARDS FOR ACTIVE
SERVICE SHALL BE USED AS GUIDELINES, APPROVAL FOR SUCH
PRIOR SERVICE SHALL REQUIRE CERTIFICATION BY THE CHIEF OF
THE INDIVIDUAL DEPARTMENT WITH FINAL CERTIFICATION BY THE
FIRE BOARD, IN THE EVENT A VOLUNTEER MEMBER REQUESTS
CREDIT FOR SERVICE IN MORE THAN ONE DEPARTMENT, EACH
DEPARTMENT SHALL PROVIDE A CERTIFICATION FOR THE
APPROPRIATE NUMBER OF YEARS.

(5)    IN COMPUTING CREDIT FOR THOSE VOLUNTEERS
WHO ALSO SERVE AS PAID EMPLOYEES WITHIN THE HOWARD COUNTY
FIRE DEPARTMENT, CREDIT SHALL NOT BE GIVEN FOR ACTIVITIES
PERFORMED DURING THE INDIVIDUALS REGULARLY ASSIGNED WORK
PERIOD,

(6)    A VOLUNTEER MEMBER WHOSE NAME DOES NOT
APPEAR ON THE APPROVED CERTIFIED LIST OR WHO IS DENIED
CREDIT FOR SERVICE PRIOR TO JANUARY 1, 1974, SHALL HAVE
THE RIGHT TO APPEAL WITHIN THIRTY (30) DAY OF POSTING THE
LIST OR WITHIN THIRTY (30) DAYS OF POSTING THE LIST OR
WITHIN THIRTY (30) DAYS OF DENIAL OF PAST SERVICE CREDIT.
THE APPEAL SHALL BE IN WRITING AND FORWARDED TO THE
HOWARD COUNTY FIRE ADVISORY BOARD. THE BOARD SHALL
INVESTIGATE THE APPEAL. THE DECISION OF THE BOARD SHALL
BE FINAL.

F. ACTIVE SERVICE STANDARDS

FOR THE PURPOSE OF PARTICIPATING IN THE PROGRAM, AN
ACTIVE MEMBER IS DEFINED AS A VOLUNTEER WHO HAS
ACCUMULATED A MINIMUM OF FIFTY (50) POINTS EACH YEAR IN
ACCORDANCE WITH THE FOLLOWING POINT SYSTEM. POINTS WILL
BE CREDITED FOR THE PERIOD OF JULY 1 THROUGH JUNE 30 AND
SHALL NOT BE TRANSFERABLE FROM ONE YEAR TO THE NEXT.

(1) TRAINING COURSES - TWENTY-FIVE (25)
POINTS MAXIMUM.

(A)    COURSES UNDER TWENTY (20) HOURS DURATION
- FIVE (5) POINTS PER COURSE. (THIS INCLUDES ONE-DAY
COURSES, SEMINARS, BASIC FIRST AID, ETC.)

(B)    COURSES OF TWENTY (20) TO FORTY-FIVE
(45) HOURS DURATION - TEN (10) POINTS PER COURSE. (THIS
INCLUDES SHORT COURSES, REGIONAL FIRE SCHOOLS, ETC.)

(C)    COURSES OVER FORTY-FIVE (45) HOURS
DURATION - FIFTEEN (15) POINTS PER COURSE. (THIS
INCLUDES UNIVERSITY OF MARYLAND FIRE RELATED COURSES,
EMERGENCY MEDICAL CARE COURSES, AND ALSO FIRE SCIENCE
