MARVIN MANDEL, Governor 4071
This bill requires all noncertificated public school
employees in Prince George's County who are not members
of an exclusive bargaining organization to pay the
organization a representation fee equal to the membership
dues.
At a public hearing which I conducted on this bill
on May 12, 1975, Mr. Tillman H. McDonald and Mr. James
A. Shearer, representatives of the two exclusive
bargaining organizations affected by House Bill 1696,
testified that on May 8, 1975, their respective
organizations came to a voluntary agreement with the
Prince George's County Board of Education on the issue
sought to be resolved by House Bill 1696, Accordingly,
they requested that I veto House Bill 1696 "because the
best solution has been reached through voluntary
negotiations between the affected parties."
In addition to the above request, I have also
received numerous correspondence requesting that I veto
House Bill 1696.
For these reasons, I have decided to veto House Bill
1696.
