8. Any violation of this Order shall       be
punishable as a misdemeanor and shall subject

the offender to a fine of not more than    one

hundred dollars ($100.00) or not more   than

sixty (60) days incarceration, or both,     upon
conviction thereof.

Dear Governor Handel:

Pursuant to the responsibility placed on the Joint
Standing Committee on Administrative, Executive and
Legislative Review by Chapter 1 of the Acts of the Second
Special Session of the General Assembly of Maryland of
1973, the Committee must receive and consider Executive
Orders promulgated by virtue of the presently existing
energy crisis.

On December 5, 1973, the members of the Committee
received copies of Executive Order No. 3 which authorizes
the Director of the Energy Policy Office to prepare an
inventory of present and projected supplies of and needs
for gasoline and similar products within the State.

On December 6, 1973, in a meeting open to the press
and to the public, the Committee received testimony on
the Executive Order. Following the testimony and after
appropriate discussion, a motion was made and seconded to
approve the Executive order as written. The recorded
roll—call vote on the motion was as follows:
