MARVIN MANDEL, Governor                             2729

county and legislative district of Baltimore City as
determined by party constitution and in a State central
committee meeting shall be entitled to cast the same
number of votes as that county or legislative district of
Baltimore City shall be entitled to elect to the House of
Delegates of Maryland, Any vacancy in the party central
committee for any county or legislative district of
Baltimore City, Anne Arundel or Baltimore counties shall
be filled by the remaining members of the committee
elected from that county or legislative district of
Baltimore City, Anne Arundel, [or 1 OR Baltimore[[, OR
MONTGOMERY]] counties.

(h) In Montgomery County, THERE SHALL BE 19 [the]
members of the party State central committees for the
county. [[WHO]] FOR THE DEMOCRATIC COMMITTEE, THE MEMBERS
shall be elected at large . FOR THE REPUBLICAN COMMITTEE,
TWO MEMBERS SHALL BE ELECTED FROM EACH OF THE LEGISLATIVE
DISTRICTS THAT LIE WHOLLY WITHIN MONTGOMERY COUNTY, ONE
MEMBER SHALL BE ELECTED FROM THE MONTGOMERY COUNTY PART

OF EACH LEGISLATIVE DISTRICT WHICH IS PARTIALLY WITHIN

MONTGOMERY COUNTY, THE REMAINDER SHALL BE ELECTED AT

LARGE, AND ANY VACANCY IN A SEAT HELD INITIALLY BY A

MEMBER ELECTED FROM A LEGISLATIVE DISTRICT SHALL BE
FILLED BY A PERSON RESIDING IN THAT DISTRICT. [; and the
number of members of the said State central committee
shall be equal to the number of persons Montgomery County
shall be entitled to elect to the House of Delegates of
the General Assembly of Maryland.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

St. Mary's County — Economic Impact Fee

FOR the purpose of raising funds for the general treasury
of St. Mary's County to soften the economic impact
of the rising costs of government resulting from the
additional expenses incurred by virtue of the
addition of new living units.
