SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 2-501 through 2-508, to be
under the new subtitle "Maryland Agricultural Land
Preservation Foundation" be and they are hereby added to
Article - Agriculture, of the Annotated Code of Maryland
(1974 Volume) to read as follows:

SUBTITLE 5.
MARYLAND AGRICULTURE LAND PRESERVATION FOUNDATION
2-501.
IT IS THE INTENT OF THE MARYLAND GENERAL ASSEMBLY TO
PRESERVE AGRICULTURAL LAND AND WOODLAND IN ORDER TO:
PROVIDE SOURCES OF AGRICULTURAL PRODUCTS WITHIN THE STATE
FOR THE CITIZENS OF THE STATE; CONTROL THE URBAN
EXPANSION WHICH IS CONSUMING THE AGRICULTURAL LAND AND
WOODLAND OF THE STATE; CURB THE SPREAD OF URBAN BLIGHT
AND DETERIORATION; AND PROTECT AGRICULTURAL LAND AND
WOODLAND AS OPEN-SPACE LAND.

(A) THE MARYLAND AGRICULTURAL LAND PRESERVATION
FOUNDATION IS CREATED WITHIN THE DEPARTMENT [[OF
AGRICULTURE]]. THE FOUNDATION HAS THE POWERS AND DUTIES
PROVIDED IN THIS SUBTITLE.
2-503.
(A) THE MARYLAND AGRICULTURAL LAND PRESERVATION
FOUNDATION SHALL BE GOVERNED AND ADMINISTERED BY A BOARD
OF TRUSTEES COMPOSED OF THE STATE TREASURER, WHO SHALL
SERVE AS AN EX OFFICIO MEMBER, AND THE SECRETARY[[OF THE
DEPARTMENT OF AGRICULTURE]] WHO SHALL SERVE AS AN EX
OFFICIO MEMBER, AND SIX MEMBERS FROM THE STATE AT-LARGE
TO BE APPOINTED BY THE GOVERNOR , AT LEAST THREE OF WHOM
SHALL BE FARMER REPRESENTATIVES FROM DIFFERENT AREAS OF
THE STATE. THE GOVERNOR SHALL APPOINT THE CHAIRMAN OF THE
BOARD, FROM AMONG THE SIX AT-LARGE TRUSTEES. A MAJORITY
