THE GOVERNOR PURSUANT TO THIS SECTION MAY BE CHAL-
LENGED IN ANY CIRCUIT COURT BY ANY MARYLAND CITIZEN."

In unit 102 on page 2 of the third reader (fourth printing), immediately
after the word "RESOURCES," insert the following: "HOWEVER, ALL
ENERGY CONSERVATION MEASURES WHICH INVOLVE LITTLE
OR NO CHANGE IN OUR LIFE STYLES WILL BE IMPLEMENTED
BEFORE ANY ENVIRONMENTAL STANDARDS ARE RELAXED;
AND IN ANY EVENT NO ENVIRONMENTAL STANDARDS MAY BE
RELAXED WITHOUT ADEQUATE PUBLIC NOTICE AND PUBLIC
HEARINGS;"
