Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitution,
I have today vetoed Senate Bill 370.

This bill would authorize the licensing and operation of free play and
console pinball machines in four counties and impose certain license
fees. In Anne Arundel County, which is one of the four, the license fee
would be in lieu of that now imposed by the County for pinball machines.

The County Executive of Anne Arundel County has requested that I
veto Senate Bill 370 because, inter alia, the fee established by the bill
for Anne Arundel County could entail additional, substantial costs to the
county. For the reasons given in the attached copy of the County Execu-
tive's letter, which is to be considered a part of this message, I believe
Senate Bill 370 should be vetoed.

Dear Governor Mandel:

I urge you to veto Senate Bill 370 because it will preclude us from
issuing licenses for pinball machines. Actually, the minimal fee estab-
lished in this Bill would cost us $150,000, but more importantly we would
have no way of controlling the ownership or placing of these machines
in all the business establishments throughout the county.
