COUNTY LOCAL LAWS
IN DEPTH DRUG CONTROL PROGRAMS WITHIN THE COUNTY,
INCLUDING GOVERNMENTAL AND EDUCATIONAL PROGRAMS, FOR
THE PURPOSE OF ADVICE AND RECOMMENDATION.
(C) COMPENSATION. MEMBERS OF THE COMMISSION
SHALL RECEIVE NO COMPENSATION FOR THEIR SERVICES AS
SUCH BUT SHALL BE REIMBURSED FOR ALL EXPENSES ACTUALLY
AND NECESSARILY INCURRED BY THEM IN THE PERFORMANCE OF
THEIR DUTIES WITHIN THE AMOUNT MADE AVAILABLE BY
APPROPRIATION FOR SUCH PURPOSE.
(D) MEETINGS; REPORTS; STAFF SERVICES. THE
COMMISSION SHALL MEET ON CALL BY THE CHAIRMAN AS
FREQUENTLY AS REQUIRED TO PERFORM ITS DUTIES BUT NOT
LESS THAN ONCE EACH MONTH. THE COMMISSION SHALL
SUBMIT A SEMI-ANNUAL REPORT TO THE COUNTY EXECUTIVE
AND TO THE COUNTY COUNCIL. THE CHIEF ADMINISTRATIVE
OFFICER, THROUGH THE OFFICE OF DRUG CONTROL, OR
OTHERWISE, IF SUCH SERVICES ARE NOT AVAILABLE OR
SUFFICIENT FROM SUCH OFFICE, SHALL PROVIDE
HOUSEKEEPING, SECRETARIAL, AND STAFF SERVICES, TO THE
COMMISSION.
SECTION 8A-4. COMMUNITY CORPORATION.
THE COUNTY IS AUTHORIZED AND ENCOURAGED TO
INITIATE AND FACILITATE TO THE EXTENT PERMITTED BY LAW
THE CREATION OF A COMMUNITY-BASED, NON-PROFIT
CORPORATION WHICH SHALL PROVIDE FOR PARTICIPATION ON A
REPRESENTATIVE BASIS FOR ALL PRIVATE AGENCIES,
ORGANIZATIONS AND INDIVIDUALS WHO SUPPORT THE GOALS OF
ELIMINATING DRUG ABUSE WITHIN THE COUNTY AND STATE AND
WHICH WILL FACILITATE PROVISION FOR ADEQUATE EFFORTS
FOR PREVENTION OF DRUG ABUSE, FOR DRUG EDUCATION, AND
FOR REHABILITATION FACILITIES.
SECTION 8A-5. OFFICE OF DRUG CONTROL; DIRECTOR;
STAFF.
(A) THERE IS HEREBY ESTABLISHED THE OFFICE OF
DRUG CONTROL AS A PRINCIPAL OFFICE OF THE EXECUTIVE
BRANCH OF THE COUNTY GOVERNMENT. THE OFFICE SHALL BE
UNDER THE IMMEDIATE CONTROL OF A DIRECTOR WHO SHALL BE
APPOINTED UNDER THE MERIT SYSTEM BY THE COUNTY
EXECUTIVE, SUBJECT TO THE CONFIRMATION OF THE COUNTY
COUNCIL. THE DIRECTOR SHALL APPOINT UNDER THE MERIT
SYSTEM SUCH OTHER STAFF AND ADDITIONAL PERSONNEL AS
MAY BE PROVIDED FOR BY APPROPRIATION FOR HIS OFFICE.
