HOWARD COUNTY

REQUIREMENTS OF THIS ACT, UNLESS THE CONTRARY SHALL BE
ESTABLISHED BY COMPETENT EVIDENCE.

21.406 - AUTHORITY TO ESTABLISH PLAY STREETS

FOR A PERIOD NOT TO EXCEED 12 HOURS, THE COUNTY
TRAFFIC ENGINEER SHALL HAVE AUTHORITY TO DECLARE ANY
STREET OR PART THEREOF A PLAY STREET AND TO PLACE
APPROPRIATE SIGNS OR DEVICES IN THE ROADWAY INDICATING
AND HELPING TO PROTECT THE SAME.

21.407 - PLAY STREETS

WHENEVER AUTHORIZED SIGNS ARE ERECTED INDICATING
ANY STREET OR FART THEREOF AS A PLAY STREET, NO PERSON
SHALL DRIVE A VEHICLE UPON ANY SUCH STREET OR PORTION
THEREOF EXCEPT DRIVERS OF VEHICLES HAVING BUSINESS OR
WHOSE RESIDENCES ARE WITHIN SUCH CLOSED AREA, AND THEN
ANY SAID DRIVER SHALL EXERCISE THE GREATEST CARE IN
DRIVING UPON ANY SUCH STREET OR PORTION THEREOF.

21.408    - [[AUTHORITY TO ESTABLISH "BLOCK PARTY"
STREETS

(A)    THE COUNTY TRAFFIC ENGINEER SHALL HAVE
AUTHORITY TO DECLARE ANY STREET OR PART THEREOF A
"BLOCK PARTY" STREET AND TO PLACE APPROPRIATE
BARRIERS, SIGNS OR DEVICES IN THE ROADWAY INDICATING
AND HELPING TO PROTECT THE SAME FOR A SPECIFIED TIME
PERIOD NOT TO EXCEED 12 HOURS. DURING THIS PERIOD, NO
PERSON SHALL DRIVE A VEHICLE UPON ANY STREET SO
DESIGNATED.

(B)   UPON AN APPLICATION FORM PROVIDED BY THE
COUNTY TRAFFIC ENGINEER SIGNED BY ALL OF THE RESIDENTS
OF THE BLOCK DESCRIBED IN THE APPLICATION THE COUNTY
TRAFFIC ENGINEER MAY APPROVE THE APPLICATION AND
TEMPORARILY BARRICADE THE BLOCK AS PROVIDED FOR UNDER
THE PROVISIONS OF THIS SECTION.]] (RESERVED)

21.409  - COUNTY TRAFFIC ENGINEER TO DESIGNATE

CROSSWALK AND ESTABLISH SAFETY ZONES

THE COUNTY TRAFFIC ENGINEER IS HEREBY AUTHORIZED:

(A) TO DESIGNATE AND MAINTAIN, BY APPROPRIATE
DEVICES, MARKS, OR LINES UPON THE SURFACE OF THE
ROADWAY, CROSSWALKS AT INTERSECTIONS WHERE IN HIS
OPINION THERE IS PARTICULAR DANGER TO PEDESTRIANS
CROSSING THE ROADWAY, AND AT SUCH OTHER PLACES AS HE
