loading or unloading merchandise or passengers.

(e)   Person

Person means every natural person, firm,
copartnership, association or corporation.

(f)   Sidewalk

Sidewalk means that portion of a street between
the curb lines, or the lateral lines of a roadway, and
the adjacent property lines, intended for use of
pedestrians.

(g)   Stand or Standing

Stand or standing means the halting of a vehicle,
whether occupied or not, other than temporarily for
the purpose of and while actually engaged in receiving
or discharging passengers.

(h) Vehicle

Vehicle means every device in, upon, or by which
any person or property is or may be transported or
drawn upon a highway.

21.101 - No Parking Place

It shall be unlawful to permit any vehicle to
stand in any of the following places, except when
necessary to avoid conflict with other traffic or in
compliance with the directions of a policeman or
traffic control device.

(a)    In front of a public or private driveway
without the consent of the owner, occupant, or agent
of the property to which the driveway gives access.

(b)    On a sidewalk or other pathway designed for
the use of pedestrian traffic.

(c)   Within an intersection or junction.

(d)   Alongside or opposite any street excavation
or obstruction when stopping, standing or parking
would obstruct traffic.

(e)   Upon any bridge or other elevated structure
upon a highway or within a highway tunnel or the
