ANNE ARUNDEL COUNTY

Parks, and to the extent permitted by public general

law, HUMAN RELATIONS COMMISSION, Department of

Education, Department of Libraries, Department of
Health and Department of Welfare.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 550A be and it is hereby added to the Charter
of Anne Arundel County, Maryland, to be under the
title "The Operating Departments", and under the new
heading of "Human Relations Commission", to read as
follows:

SECTION 550A. HUMAN RELATIONS COMMISSION.

(1)   THE HUMAN RELATIONS COMMISSION SHALL CONSIST

OF [[TWELVE (12) ]] TWENTY [20] MEMBERS APPOINTED BY

THE COUNTY EXECUTIVE AND CONFIRMED BY THE COUNTY
COUNCIL. [[ONE (1) MEMBER]] TWO (2) MEMBERS SHALL BE
APPOINTED FROM EACH COUNCILMATIC DISTRICT FOR AN
INITIAL TERM OF THREE (3) YEARS, AND FOR SIX (6) YEAR
TERMS THEREAFTER. THE REMAINING [[FIVE (5)]] SIX (6)
MEMBERS SHALL BE APPOINTED AT LARGE FOR A SIX (6) YEAR
TERM. THE MEMBERS OF SAID COMMISSION SHALL RECEIVE NO
COMPENSATION, BUT SHALL BE REIMBURSED FOR ALL
REASONABLE AND NECESSARY EXPENSES. THEY MAY BE
REMOVED BY THE COUNTY EXECUTIVE FOR CAUSE.

(2)   THE COUNTY COUNCIL SHALL, BY ORDINANCE,
DESIGNATE SUCH POWERS AND DUTIES OF SAID COMMISSION
CONSISTENT WITH, AND NOT IN EXCESS OF, THOSE VESTED IN
THE STATE HUMAN RELATIONS COMMISSION. THE HUMAN
RELATIONS COMMISSION SHALL HAVE STAFF AS MAY BE
PROVIDED IN THE BUDGET.

SECTION 2A. AND BE IT FURTHER ENACTED, that if

the legal and qualified voters of Anne Arundel County

adopt this amendment and also__adopt an amendment

creating another new operating department, then it is

the intent that section 507 of Article__V of this

Charter be cumulatively amended to reflect the

establishment of all of said new operating departments
approved by said voters.

SECTION 3. AND BE IT FURTHER ENACTED, That if
any provision of this ordinance or the application
thereof to any person or circumstance is held invalid
for any reason, such invalidity shall not affect the
other provisions or any other application of this
ordinance which can be given effect without the
invalid provisions or application, and to this end,
