2000                                        EXECUTIVE ORDERS

WHEREAS, Said flood damage has resulted in the destruction of highways and
bridges, many of which are on the Federal Aid Highway System; and

WHEREAS, As a result of the severe flood damage in certain areas of the State, I
issued an Executive Proclamation on June 26, 1972, proclaiming a state of
emergency in the City of Baltimore and the Counties of Washington, Frederick,
Carroll, Howard, Montgomery, Prince George's, Charles, Anne Arundel,
Baltimore, Harford and Cecil; and

WHEREAS, Estimates of flood damage in the Counties of Kent and Queen
Anne's were not available at the time I issued said Executive Proclamation; and

WHEREAS, Subsequent to issuing said Executive Proclamation, I have been
informed that said flood damage has resulted in the destruction of highways and
bridges in the Counties of Kent and Queen Anne's, many of which bridges and
highways are on the Federal Aid Highway System; and

WHEREAS, Said highway and bridge destruction significantly affects the safety
and welfare of the citizens of the State of Maryland;

NOW, THEREFORE, I do hereby proclaim, pursuant to the authority vested in
me by the Constitution and the Laws of the State of Maryland, that a state of
emergency exists in the Counties of Kent and Queen Anne's, which necessitates
the expenditure of State and Federal resources for the immediate repair and
restoration of the affected highway facilities.

PROCLAMATION

TROPICAL STORM AGNES

WHEREAS, I, Marvin Mandel, Governor of the State of Maryland, have been
advised and informed, that unprecedented heavy rainfalls which accompanied
tropic storm Agnes on June 21 and 22, 1972, have resulted in severe flood
damage over extensive areas of the State of Maryland; and

WHEREAS, Said flood damage was widespread in the State of Maryland, and
most severe in certain areas of the State; and

WHEREAS, Said flood damage has resulted in the destruction of highways and
bridges, many of which are on the Federal Aid Highway System; and

WHEREAS, As a result of the severe flood damage in certain areas of the State, I
issued Executive Proclamations on June 26 and on July 26, 1972, proclaiming a
state of emergency in the City of Baltimore and the Counties of Washington,
Frederick, Carroll, Howard, Montgomery, Prince George's, Charles, Anne
Arundel, Baltimore, Harford, Cecil, Kent and Queen Anne's; and

WHEREAS, Estimates of flood damage in the Counties of Allegany and
Dorchester were not available at the time I issued said Executive Proclamations;
and

WHEREAS, Subsequent to issuing said Executive Proclamations, I have been
informed that said flood damage has resulted in the destruction of highways and
bridges in the Counties of Allegany and Dorchester, many of which bridges and
