1992                                         EXECUTIVE ORDERS

WHEREAS, By Article II, Section 24, of the Constitution of Maryland, the
Governor may make changes in the organization of the Executive Branch of the
State Government; and

WHEREAS, By Act of the General Assembly, Article 41, Section 3, of the
Annotated Code of Maryland (1971 Replacement Volume), the Governor is
specifically authorized to assign executive and administrative departments,
offices, boards, commissions, and other units of the State Government to a
principal department; and

WHEREAS, In the interest of governmental efficiency, it is desirable to assign the
Regional Planning Council to a principal department of State Government.

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF
MARYLAND, PURSUANT TO ARTICLE II, SECTION 24, OF THE
CONSTITUTION OF MARYLAND, AND ARTICLE 41, SECTION 3, OF
THE ANNOTATED CODE OF MARYLAND, HEREBY PROMULGATE
THE FOLLOWING ORDER EFFECTIVE IMMEDIATELY.

The Regional Planning Council is hereby assigned to the Department of State
Planning.

EXECUTIVE ORDER OF MARCH 8, 1972
FEDERAL HIGHWAY SAFETY ACT

WHEREAS, Section 2-101 of Article 66-1/2 of the Annotated Code of Maryland
(1970 Replacement Volume) authorizes and directs the Governor to do all
things necessary on behalf of the State to secure the full benefits of the Federal
Highway Safety Act of 1966, P.L. 89-564, 80 Stat. 731, and acts amendatory
and supplemental thereto, to improve the highway safety of the State; and

WHEREAS, In accordance with said Federal Highway Safety Act, Section 2-102
of Article 66-1/2 of the Annotated Code of Maryland (1970 Replacement
Volume) designates the Governor as the state official ultimately responsible for
the highway safety programs and activities under the Act; and

WHEREAS, Pursuant to Section 59B of Article 41 of the Annotated Code of
Maryland (1965 Replacement Volume and 1968 Supplement), the predecessor of
the present Article 66-1/2, Sections 2-101 and 2-102, the Governor, by
Executive Order dated August 29, 1969, established in the Executive Branch of
the State Government an Office of Highway Safety Coordinator headed by a
Highway Safety Coordinator; and

WHEREAS, Pursuant to said Executive Order the Highway Safety Coordinator,
for purposes of the Federal Highway Safety Act of 1966, was designated as the
Governor's Representatives for Highway Safety and was delegated as the
Governor's Representatives, all the powers and authority vested in the Governor
by Section 59B of Article 41 of the Annotated Code of Maryland; and

WHEREAS, Certain statutory changes have been made in both the Federal and
State laws which require a change in the formal organization established to
promote highway safety in the State of Maryland, namely an amendment to the
Highway Safety Act of 1966, called the Highway Safety Act of 1970, Pub. L.
