1988                                         EXECUTIVE ORDERS

WHEREAS, In the interest of governmental efficiency, it is desirable to eliminate
agencies which perform overlapping functions:

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME
BY ARTICLE 2, SECTION 24, OF THE CONSTITUTION OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING
EXECUTIVE ORDER:

1.   The Maryland State Advisory Council on Vocational and Technical Education,

established in 1965 and reconstituted by Governor Agnew in 1969, is hereby
abolished, effective July 1, 1971.

2.     All books, papers, files, records, furniture, fixtures, and all other personal

property owned by or in the custody, as of June 30, 1971, of the Maryland
State Advisory Council on Vocational and Technical Education shall be
transferred to and be in the ownership or custody of the Maryland State
Advisory Council on Vocational-Technical Education, which was established
by Chapter 646 of the Acts of 1971.

3.    All prior Executive Orders, directives or actions by any Governor or by any

agency of the Executive Branch of the State Government, which are
inconsistent with the provisions of this Executive Order, are hereby revoked
to the extent of any such inconsistency.

EXECUTIVE ORDER OF JUNE 15, 1971
DEPARTMENT OF TRANSPORTATION

WHEREAS, On January 20, 1969, an Executive Order was promulgated requiring
that all State departments which plan to enter into or renew any contracts with
consulting firms or consultants must receive prior approval from the
Department of Budget and Procurement (now the Department of Budget and
Fiscal Planning); and

WHEREAS, Article 41, Section 207(f) of the Annotated Code of Maryland,
requires prior approval of Department of Transportation consulting contracts by
the Board of Public Works: and

WHEREAS, To require that the Department of Transportation seek two
approvals of its consulting contracts would be a burdensome procedure
administratively and would cause delay in any final approval of such contracts;

NOW, THEREFORE, I, MARVIN MANDEL, BY VIRTUE OF THE
AUTHORITY VESTED IN ME AS GOVERNOR OF MARYLAND,
HEREBY PROMULGATE THE FOLLOWING ORDER EFFECTIVE
IMMEDIATELY:

The Executive Order dated January 20, 1969, relating to approval of all State
consulting contracts by the Department of Budget and Procurement (now the
Department of Budget and Fiscal Planning) shall not be applicable to the
Department of Transportation. However, the Department of Transportation,
before it enters into any consulting contract, shall submit said contract to the
Department of Budget and Fiscal Planning, and the Department of Budget and
