I, Marvin Mandel, Governor of the State of Maryland dc hereby declare the
counties of Somerset, Worcester, Wicomico, Dorchester, Caroline and Talbot in
the State of Maryland to be an emergency area.

EXECUTIVE ORDER OF MAY 14, 1971
COMMITTEE ON CHILDHOOD DEVELOPMENT

WHEREAS, the early years of childhood represent the most critical years in the
physical, emotional, intellectual, and social aspects of human development; and

WHEREAS, there are numerous agencies and organizations, public and private,
within the State of Maryland presently providing child development and related
services; and

WHEREAS, it is in the best interests of the population needing child development
services to coordinate all available public and private child development
resources, to the end that maximum quality services will be rendered, program
fragmentation and duplication will be eliminated, and maximum use may be
made of existing financial resources.

NOW, THEREFORE, I, Marvin Mandel, Governor of the State of Maryland, by
virtue of the authority vested in me by Article 2, Section 24 of the Constitution
of Maryland, hereby promulgate the following Executive Order:

1.  There is created effective May 14, 1971 the Maryland Interagency Committee
on Childhood Development.

2.  This Committee shall be in the Department of Employment and Social Services
and the program to which this Committee is advisory is the program
administered by the Office of Childhood Development.

3.  The Committee shall be chaired by the Secretary of the Department of
Employment and Social Services and shall initially consist of the Secretary or
Director of each of the following departments, or his designee:

Department of Health and Mental Hygiene

State Department of Education

Department of Economic and Community Development

Department of State Planning

and said Committee shall also initially include a non-voting representative of the
following:

Employment Security Administration
Maryland Office of Economic Opportunity
Bureau of Family and Child Welfare Services
Commission on the Status of Women
Maryland Committee on Children and Youth

4.  The Chairman of this Committee shall immediately develop plans which will
provide for effective arrangements for representation by local or county
officials, consumers of child development services, and non-governmental
agencies such as the Maryland 4-C Committee.
