MARVIN MANDEL, Governor 1985 I, Marvin Mandel, Governor of the State of Maryland dc hereby declare the EXECUTIVE ORDER OF MAY 14, 1971 WHEREAS, the early years of childhood represent the most critical years in the WHEREAS, there are numerous agencies and organizations, public and private, WHEREAS, it is in the best interests of the population needing child development NOW, THEREFORE, I, Marvin Mandel, Governor of the State of Maryland, by 1. There is created effective May 14, 1971 the Maryland Interagency Committee 2. This Committee shall be in the Department of Employment and Social Services 3. The Committee shall be chaired by the Secretary of the Department of Department of Health and Mental Hygiene State Department of Education Department of Economic and Community Development Department of State Planning and said Committee shall also initially include a non-voting representative of the Employment Security Administration 4.
