1976                                          EXECUTIVE ORDERS

NOW, THEREFORE, I, Marvin Mandel, by virtue of the authority vested in me
as Governor of the State of Maryland, on this date, hereby promulgate the
following Executive Order:

1.   Cooperative planning and coordination of manpower training and supportive

manpower service programs is hereby established as an essential policy of the
State Government.

2.   Each State executive department or agency administering manpower training or

supportive manpower service programs shall, to the extent consistent with
law, carry out its programs and exercise its functions so as to further the
policy herein enunciated.

3.   The Maryland Manpower Coordinating Committee (the executive committee of

the Cooperative Area Manpower Planning System) is hereby recognized as a
primary instrument for carrying out the policy stated in Section 1 above. The
Governor shall appoint the Chairman of the Committee. There shall be a
Manpower Advisory Committee to the Maryland Manpower Coordinating
Committee consisting of representatives from labor, management, education,
agriculture and the public.

4.   Each State executive department and agency administering the manpower

training or supportive manpower service programs shall participate in
CAMPS for the purposes of cooperatively planning and coordinating
manpower programs and supportive manpower service programs throughout
the State.

5.   Each department and agency included in CAMPS shall participate in manpower

coordinating committees at the State, area (multi-county) and local levels.

6.   To the extent consistent with law, each department or agency included in

CAMPS shall carry out its responsibilities with respect to State and local
planning and utilization of resources and shall furnish such information and
other assistance as may be necessary and available, so as to further the
purposes of this Order.

EXECUTIVE ORDER OF OCTOBER 9, 1970

CODE OF ETHICS

WHEREAS, The General Assembly by Section 14A of Article 41 of the
Annotated Code of Maryland directed the Governor of Maryland to promulgate
rules and regulations establishing a Code of Ethics for all executive branch
officers and employees; and

WHEREAS, Such Code of Ethics was promulgated by an Executive Order dated
September 4, 1969; and

WHEREAS, The said Code of Ethics established a State Board of Ethics to render
certain advisory and investigative functions as set forth in the Code of Ethics;
and

WHEREAS, The General Assembly by Chapter 98 of the Laws of Maryland of
1970, effective June 1, 1970, has placed the State Board of Ethics within the
newly established Department of Personnel; and
