1960                                       EXECUTIVE ORDERS

HEREBY PROMULGATE THIS EXECUTIVE ORDER.

1.    Said Executive Commission shall henceforth be known as the Governor's
Commission on Law Enforcement and the Administration of Justice.

2.    The incumbent members of said Commission shall continue as members
of the Commission.

3.    The Commission is hereby designated the official State planning agency
for law enforcement and juvenile delinquency prevention and control for the State
of Maryland.

4.     The purposes of the Commission are to encourage State agencies and
units of local government to prepare and adopt comprehensive law enforcement
and juvenile delinquency plans based on their evaluation of State and local
problems of law enforcement and juvenile delinquency; to develop plans for the
improvement of State and local law enforcement; and to encourage research and
development directed toward new and improved methods for the prevention and
reduction of crime and the detection and apprehension of criminals.

5.    In furtherance of these purposes the Commission shall have the following
powers and duties:

A.    To act as the planning agency for the State of Maryland under the Federal

Omnibus Crime Control and Safe Streets Act of 1968, as amended from
time to time, and to act as the public agency to accept, receive and expend
funds, grants and services from Federal Government, or its agencies for
the purposes set forth in the Omnibus Crime Control and Safe Streets Act
of 1968, as amended from time to time, and other Federal statutes enacted
or amended from time to time and relative to law enforcement;

B.    To act as the State planning agency for the State of Maryland under the

Juvenile Delinquency Prevention and Control Act of 1968 as amended from
time to time and other Federal statutes enacted and amended from time
to time relative to juvenile delinquency;

C.     To establish throughout the State of Maryland such Regional Planning

Boards with appropriate representation from units of local government as
may be necessary to facilitate local participation in planning activities and
grant programs;

D.     To advise and assist the Governor in the development of policies, plans and
programs for improving the coordination and effectiveness of the
administration of all State and local agencies engaged in law enforcement
and juvenile delinquency control programs;

E.      To make recommendations to the Governor for more effective measures for
the prevention and detection of crime and the rehabilitation of criminal
offenders;

F.      To prepare comprehensive plans based on an evaluation of State and local
problems of law enforcement and juvenile delinquency;

G.     To promote closer cooperation among Federal, State and local agencies
concerned with law enforcement and juvenile delinquency control;

H. To act as a clearinghouse for information relating to juvenile delinquency,
crime control and law enforcement, and to encourage educational programs
for citizen support of State and local programs;

I. To undertake research and studies for the accomplishment of the
purposes of this order;

J. To exercise such other powers as are reasonable and necessary or appropriate
to fulfill the functions of the Commission or further the purposes of this
Order.
