the Board to state in writing the reasons for any rejection of an application or any
revocation or limitation of a permit. Senate Bill 194 differs from House Bill 506,
however, in that the former, on its face, would require a written explanation even
in instances where the Board determines to grant a permit or otherwise take action
favorable to the applicant. This requirement would place what appears to be an
unnecessary and, possibly, unintended additional burden upon the Board.

Because House Bill 506 accomplishes the same basic purpose, and is the
preferable bill, I have decided to veto Senate Bill 194.

Senate Bill No. 370 - Pinball Machines in Four Counties

AN ACT to repeal and re-enact, with amendments, Section 19(5) of Article 56 of
the Annotated Code of Maryland (1972 Replacement Volume), title "Licenses,"
subtitle "Pinball Machines and Console Machines," [[and to add new
Subsection 19(5)(E) to same. To]] to authorize the licensing of free play and
console pinball machines in certain counties of the State, and to impose
additional license fees therein in Anne Arundel County.

Dear Mr President:

In accordance with Article II, Section 17, of the Maryland Constitution, I
have today vetoed Senate Bill 370.

This bill would authorize the licensing and operation of free play and console
pinball machines in four counties and impose certain license fees. In Anne Arundel
County, which is one of the four, the license fee would be in lieu of that now
imposed by the County for pinball machines.

The County Executive of Anne Arundel County has requested that I veto
Senate Bill 370 because, inter alia, the fee established by the bill for Anne Arundel
County could entail additional, substantial costs to the county. For the reasons
given in the attached copy of the County Executive's letter, which is to be
considered a part of this message, I believe Senate Bill 370 should be vetoed.
