(House Joint Resolution 99)
House Joint Resolution requesting the Joint Committee on Management of Public
Funds to present nominees to the 1975 Session of the General Assembly for the
Office of State Treasurer.
WHEREAS, The General Assembly at the 1975 Session will be called upon to
appoint a State Treasurer in accordance with Article VI of the Constitution; and
WHEREAS, The position of a Treasurer in 1975 will be a full-time position,
this being a change in the operations of that office; and
WHEREAS, The General Assembly should have the opportunity to make its
selection from among a number of qualified candidates; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Joint Committee on the Management of Public Funds is requested to submit to the
General Assembly at its 1975 Session, or prior thereto, a list of not less than three
nominees for the office of State Treasurer; and be it further
RESOLVED, That this list, with information about each nominee, shall be
submitted to each member of member-elect of the General Assembly not later than
January 1, 1975; and be it further
RESOLVED, That a copy of this Resolution be forwarded by the Secretary of
State to the members of the Joint Committee on Management of Public Funds.

House Joint Resolution requesting Baltimore City Police Commissioner Donald P.
Pomerleau to establish a "Complaint Evaluation Board" as a permanent agency
of the Department.
WHEREAS, The Police Commissioner of Baltimore City has established a
Complaint Evaluation Board to enable members of the general public to institute
complaints regarding the conduct of Baltimore Police Department personnel; and
WHEREAS, There has been much interest by various citizen groups that it
would be desirable to include members of the public at large on the Complaint
Evaluation Board; and
WHEREAS, The right of complaining parties to appear before the Complaint
Evaluation Board would further insure that frivolous complaints would not be filed
and that a fair balance between the rights of citizens and police be attained; now,
