RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, that the
Harford County Health Planning Commission is requested to conduct a
comprehensive and detailed study of all present health and medical services,
personnel and facilities in Harford County, and prepare a comprehensive health
plan for Harford County with any recommendations it deems appropriate for
health and medical services, personnel and facilities to meet future needs and
growth of the residents of Harford County; and be it further

RESOLVED, That such study, comprehensive health plan and any
recommendations be conducted in cooperation, coordination and with the
assistance of the State Comprehensive Health Planning Agency of the Department
of Health and Mental Hygiene, the Comprehensive Health Planning Agency of the
Regional Planning Council, Harford Memorial Hospital, The Harford County
Medical Association, Citizens Nursing Home, and other appropriate State,
regional and local agencies and organizations; and be it further

RESOLVED, That the County Executive and County Council of Harford
County are requested to furnish financial support, technical services, information
and data to assist with the study of the comprehensive health plan; and be it
further

RESOLVED, That such study, comprehensive health plan and any
recommendations include, but not be limited to, a consideration of hospital
facilities, ambulance and emergency services, the availability of adequate numbers
of medical, nursing and technical personnel, extended care and nursing facilities,
and clinical services and facilities; and be it further

RESOLVED, That, upon completion, the comprehensive health plan for
Harford County together with recommendations deemed appropriate be presented
to the County Executive and County Council of Harford County; and be it further

RESOLVED, That copies of this resolution be sent to the Chairman of the
Harford County Health Planning Commission, the Secretary of the Department of
Health and Mental Hygiene, the Executive Director of the State Comprehensive
Health Planning Agency of the Department of Health and Mental Hygiene, the
Director of the Comprehensive Health Planning Agency of the Regional Planning
Council, the Administrator of Harford Memorial Hospital, the Harford County
Medical Association, the Citizens Nursing Home, and the County Executive and
County Council of Harford County.

(Senate Joint Resolution 32)

Senate Joint Resolution requesting the Legislative Council to request the Joint
Budget and Audit Committee to review the provisions of Section 161 of Article
77 of the Public School Laws (Maryland Public Broadcasting Commission) and
the joint operations and relationships of the Maryland Public Broadcasting
Commission with the Division of Instructional Television of the Maryland State
Department of Education with respect to, but not limited to, such problems as
areas of responsibility, production responsibilities, scheduling responsibilities,
budgeting, staffing and utilization of personnel; and to request the Joint Budget
and Audit Committee to report its findings and recommendations.
