the opening of the regular session of the General Assembly in 1973.

(House Joint Resolution 8)

House Joint Resolution to repeal Joint Resolution No. 53 of 1971, entitled
"Senate Joint Resolution to establish the Joint Committee on Ethics and rules
of ethics for the members of the General Assembly of Maryland"; to repeal the
following rules of the Senate and House of Delegates of Maryland as set forth
in the official rules of the respective Houses for the Regular Session of 1972;
House Rule 24B, House Rules 96 to 102, inclusive, and Senate Rules 96 to 103,
inclusive; and to repeal House Rules 103 to 109, inclusive, and Senate Rules 103
to 109. inclusive, as set forth in the official Rules of the respective Houses for
the Regular Session of 1973; and to add new Rules [96 to 104]] 103 to 111,
inclusive, in the Senate and in the House of Delegates of Maryland, to follow
immediately after Rule [[95]] 102 respectively, amending the rules of the
Senate and House of Delegates of Maryland as adopted for each House for the
Regular Session of 1973, generally amending and revising the rules and
procedures of both Houses with respect to ethics and conflicts of interest as they
affect the legislative duties of the members of the General Assembly of
Maryland, and providing generally for the conditions for these changes.

WHEREAS, It is essential to the proper operation of a democratic government
that its legislators be independent and impartial, that public office not be used for
private gain other than compensation provided by law, and that there be public
confidence in the integrity of the members of the General Assembly. It is also
essential to the proper operation of government that those best qualified be
encouraged to serve the government and that safeguards against conflicts, of
interest be designed so as not unnecessarily or unreasonably to impede the entry
into or retention by the government of those best qualified to serve it and the
people; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
Joint Resolution No. 53 of the Acts of the Regular Session of 1971, entitled
"Senate Joint Resolution to establish the Joint Committee on Ethics and rules of
ethics for the members of the General Assembly of Maryland," be and the same is
hereby repealed; and be it further

RESOLVED, That the following rules of the Senate and House of Delegates of
Maryland as set forth in the official rules of the respective Houses for the Regular
Session of 1972 be and the same are hereby repealed: House Rule 24B under the
caption Committee on Ethics; House Rules 96 to 102, inclusive, under the
respective captions: 96. Joint Committee on Ethics, 97. Conflicts of Interest, 98.
Presumption Suspended, 99. Reports Filed, 100. Charge of Violation, 101.
Investigations, and 102. Advisory Opinions; and Senate Rules 96 to 103, inclusive,
under the respective captions: 96. Committee on Ethics, 97. Conflict of Interests
Defined; Presumptions, 98. Suspension of Disqualification, 99. Disclosure of
Interests, 100. Preliminary Investigation, 101. Report of Findings, 102. False
Charges; Penalty, and 103. Advisory Opinions; and be it further
