THE JOINT COMMITTEE ON THE ENVIRONMENT OF THE
GENERAL ASSEMBLY IS CREATED, WITH THE MEMBERS, POWERS,
DUTIES AND FUNCTIONS PROVIDED IN THIS SUBTITLE.
(A) THERE SHALL BE EIGHTEEN MEMBERS OF THE
COMMITTEE, NINE OF WHOM ARE MEMBERS OF THE SENATE AND
NINE OF WHOM ARE MEMBERS OF THE HOUSE. MEMBERS OF THE
COMMITTEE SHALL BE CHOSEN ON THE BASIS OF DEMONSTRATED
ABILITY AND INTEREST IN THE FUNCTIONS DESCRIBED AND
COVERED IN THIS SUBTITLE. THE CHAIRMAN OF THE SENATE
ECONOMIC AFFAIRS COMMITTEE AND THE CHAIRMAN OF THE
HOUSE ENVIRONMENTAL MATTERS COMMITTEE SHALL BE
MEMBERS OF THE COMMITTEE AND SHALL BE CHAIRMAN AND
VICE-CHAIRMAN OF THE COMMITTEE, POSITIONS WHICH SHALL
ROTATE ANNUALLY BETWEEN THEM.
(B) THE COMMITTEE SHALL GIVE DETAILED AND SYSTEMATIC
ATTENTION AND STUDY TO THE STATE OF THE MARYLAND
ENVIRONMENT AND SHALL REVIEW FULLY, INCLUDING]] [[BY
MEANS OF PUBLIC HEARINGS IF THE COMMITTEE DEEMS THEM
APPROPRIATE, THE ANNUAL STATE AGENCY ENVIRONMENTAL
REVIEW REPORTS PREPARED PURSUANT TO SECTION 452 OF THIS
SUBTITLE. THE COMMITTEE SHALL REPORT ANNUALLY TO THE
MEMBERS OF THE GENERAL ASSEMBLY, TOGETHER WITH ANY
RECOMMENDATION IT MAY HAVE FOR ACTION BY THE MEMBERS
OF THE GENERAL ASSEMBLY; AND THIS REPORT OR ANY PORTION
OF IT MAY BE SEPARATELY MADE TO THE LEGISLATIVE COUNCIL.
(C) THE COMMITTEE IS AN ADJUNCT OF THE LEGISLATIVE
COUNCIL, BY WHICH IT SHALL BE SUPPLIED WITH FUNDS, STAFF
ASSISTANCE, AND PROCEDURAL AID; AND THE COMMITTEE HAS
ALSO THE SAME POWERS AS ARE GIVEN THE LEGISLATIVE
COUNCIL IN SECTION 30 OF ARTICLE 40 OF THE ANNOTATED CODE
OF MARYLAND.]]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

(Senate Bill 696)
AN ACT to repeal and re-enact, with amendments, Section 12G of Article 14B of
the Annotated Code of Maryland (1968 Replacement Volume and 1972
Supplement), title "State Boat Act," authorizing the construction of jetties and
breakwaters and construction of marine facilities located within State owned
lands to be financed solely by the Waterway Improvement Fund; and [[relating
generally to the financing of projects for construction of marine facilities, and to
clarify the language.]] making corrections therein.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 12G of Article 14B of the Annotated Code of
Maryland (1968 Replacement Volume and 1972 Supplement), title "State Boat
Act," be and it is hereby repealed and re-enacted, with amendments, to read as
