The board of county commissioners of each county, and the mayor and city
council of Baltimore are hereby authorized and required to levy annually upon the
assessable property of each of said counties and said city respectively, an amount
equal to two hundred dollars ($200.00) for each blind minor or colored deaf minor
sent to the Maryland School for the Blind from said counties and said city, as the
case may be.
The total amount of annual tax levied by the said counties and said city shall
not be less than a sum sufficient to provide for the number of blind and colored
deaf minors sent from said counties or said city based upon the previous year's
certification by the board of directors of the Maryland School for the Blind to the
said counties and to the said city; and the board of county commissioners of said
counties, and the mayor and city council of Baltimore, shall pay to the Maryland
School for the Blind on or before May 1st and November 1st each year one
hundred dollars ($100.00) for each blind minor or colored deaf minor sent to the
Maryland School for the Blind, multiplied by the number of blind minors and
colored deaf minors certified to the treasurer of the respective counties and the
comptroller of Baltimore City by the board of directors of the Maryland School
for the Blind, April 1st and October 1st each year, such payments to be considered
as payments for tuition. Any balance from said levy at the end of the year shall
revert to the treasury of said counties or said city, and any deficiency, if any, shall
be included in the next succeeding levy and forthwith paid to the Maryland School
for the Blind. Taxes levied and collected in any county or the City of Baltimore for
the purpose named in this section shall be used to defray the expenses of the blind
minors and colored deaf minors sent to the Maryland School for the Blind, and
shall not be transferred to any other fund by the city or county authorities.
Any blind person of the age of [21]18 years or more, desiring to operate a
legitimate business of any kind to provide a livelihood for himself and dependents,
if any, may apply to the Maryland Workshop for the Blind.

The Maryland Workshop for the Blind shall have authority to issue licenses to
blind persons who are citizens of the United States and at least [21] 18 years of
age, for the operation of stands in all State, county and municipal buildings,
including buildings located in public parks, playgrounds and other recreational
centers, for the vending of newspapers, periodicals, confections, tobacco products
and any other articles, except alcoholic beverages. The construction of said vending
stands and the location thereof shall be such as meets the approval of the
custodian having charge of the building in which the vending stand is to be located,
but such vending stands shall be permitted to be installed in all of the public
buildings hereinbefore mentioned wherever physically practicable, but under no
circumstances shall any such vending stands be permitted to be installed which
would in any way be in competition with any stands or concessions already in
operation and with the further provision that the burden of establishing the
physical practicability for the reasonable public necessity and convenience of such
stands shall rest upon the applicant for the desired privilege. The Maryland
Workshop for the Blind shall have full supervision and control over the operation
of said vending stands and shall, within its discretion, have full power as to who
shall be placed in charge of each stand and may, when it deems proper, provide the
equipment for said stand as well as an adequate initial stock of suitable articles to
be vended therefrom.
