CHAPTER 637
(House Bill 1444)

AN ACT to repeal and re-enact, with amendments, Section 214 of the Code of
Public Local Laws of St. Mary's County (1965 Edition and 1972 Supplement,
being Article 19 of the Code of Public Local Laws of Maryland), title "St.
Mary's County," subtitle "Youth Commission," and to add new Section 214A
to the Code of Public Local Laws of St. Mary's County (1965 Edition and 1972
Supplement, being Article 19 of the Code of Public Local Laws of Maryland),
same title and subtitle, to restore to St. Mary's County various powers and
duties dealing with youth services, facilities and programs, and relating generally
to The Youth Commission of St. Mary's County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 214 of the Code of Public Local Laws of St. Mary's
County (1965 Edition and 1972 Supplement), being Article 19 of the Code of
Public Local Laws of Maryland), title "St. Mary's County," subtitle "Youth
Commission," be and it is hereby repealed and re-enacted, with amendments, and
that new Section 214A be and it is hereby added to the Code of Public Local Laws
of St. Mary's County (1965 Edition and 1972 Supplement, being Article 19 of the
Code of Public Local Laws of Maryland), same title and subtitle, all to read as
follows:

214.

The Youth Commission shall be an independent advisory board and shall study,
comment, and make recommendations to the County Commissioners and other
County agencies on all phases of youth activities. [All operational activities of the
Youth Commission as heretofore designated are transferred to the Recreation and
Parks Board effective with the Budget Year 1970-1971.]

214A.

THE YOUTH COMMISSION SHALL HAVE THE FOLLOWING
POWERS AND DUTIES:

(1)    TO ASSUME THE LEADERSHIP IN STUDYING THE SERVICES
AVAILABLE TO AND THE NEEDS OF THE YOUTH IN THE COUNTY.

(2)    TO CARRY OUT A PROGRAM OF PUBLIC INFORMATION ON
YOUTH PROBLEMS, ITS NEEDS, AND THE ACTION NEEDED
THROUGH THE VARIOUS PUBLIC MEDIA SUCH AS PRESS, RADIO,
AND PERSONAL CONTACTS.

(3)       TO STIMULATE THE FULL DEVELOPMENT OF PRESENT
YOUTH FACILITIES AND TO PROMOTE LOCAL COORDINATION AND
COOPERATION OF YOUTH SERVICES.

(4)    TO PROVIDE TECHNICAL ADVICE AND GUIDANCE TO LOCAL
NON-PROFIT ORGANIZATIONS FURNISHING YOUTH SERVICES.

(5)    TO DEVELOP AND PUT INTO EFFECT LOCAL PROGRAMS OF
JUVENILE DELINQUENCY PREVENTION.

(6)   TO COOPERATE WITH ANY FEDERAL, STATE, LOCAL AGENCY,
BOARD OR COMMISSION, AND ANY INTERESTED PRIVATE OR
CIVIC ORGANIZATION, TO OBTAIN INFORMATION AND ACTION ON
BEHALF OF THE YOUTH OF THE COUNTY.
