Ch. 606                          MARVIN MANDEL, Governor                             1259

SUFFER A DEDUCTION OF GAINED TIME UNLESS PRIOR TO THE
FORFEITURE OR DEDUCTION HE IS AFFORDED AT LEAST THE
BASIC INGREDIENTS OF PROCEDURAL DUE PROCESS.

(5)   IF THE INMATE IS ULTIMATELY SENTENCED TO A STATE
FACILITY OR TRANSFERRED TO ANOTHER COUNTY OR CITY
FACILITY HIS RECORDS OF ACCRUED CREDITS FOR DIMINUTION
OF SENTENCE FROM THE TRANSFERRING FACILITY WILL BE
FORWARDED, WITH HIM OR HER, TO THE RECEIVING
INSTITUTION, AND THE INMATE IS ENTITLED TO A DIMINUTION
OF THE PERIOD OF HIS OR HER CONFINEMENT BY THE NUMBER
OF DAYS OF ACCRUED CREDIT.

(6)  AN INMATE ENTITLED TO A DIMINUTION OF THE PERIOD OF
HIS OR HER CONFINEMENT UNDER THIS SECTION WHO IS
TRANSFERRED TO A HOSPITAL OR MENTAL INSTITUTION MAY
NOT BE DENIED CREDIT UNDER THIS SECTION.

(b) For each calendar month commencing on the first day of the month next
after his arrival at the institution, during which he is not guilty of a violation of the
discipline or any of the rules thereof and labors with diligence and fidelity WHEN
THE OPPORTUNITY FOR LABOR IS MADE AVAILABLE, he shall be
allowed a deduction of five days from each month of the period of the
commitment or sentence.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 606
(House Bill 1107)

AN ACT to repeal Section 32F of Article 26 of the Annotated Code of Maryland
(1966 Replacement Volume), title "Courts," subtitle "Circuit Courts for the
Counties - Court Stenographers"; and to enact new Section 32F in lieu thereof
to stand in the place of the section repealed, to provide for an additional circuit
court judge for the Circuit Court of Harford County [[to be appointed by the
Governor by a certain date]].

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 32F of Article 26 of the Annotated Code of
Maryland (1966 Replacement Volume), title "Courts," subtitle "Circuit Courts for
the Counties - Court Stenographers," be and it is hereby repealed; and that new
Section 32F be and it is hereby enacted in lieu thereof, to stand in the place of the
section repealed, all to read as follows:

32F.

[In addition to the Circuit Court judge for Harford County for which provision
now is made, there shall be a second judge who shall likewise be a resident of
Harford County. The two judges thus provided for Harford County shall reside in
