"Part IV. Registration of Vehicles," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

3-403.1.

(d) The following counties shall leave the decision as to whether or not this
section applies to the board of county commissioners or county council of the
respective counties by appropriate resolution: Carroll, Dorchester, Frederick,
Worcester, Washington, [and] Wicomico AND PRINCE GEORGE'S. The tax
collector for the first tax collection district of Allegany County is authorized to act
as agent of the Department in the registration of vehicles, as specified in this
section; but the fee of fifteen cents and other revenues received by the collector for
the issuance of plates shall be paid to the County Commissioners of Allegany
County, and all the moneys shall be placed in a general fund of the county. The
county treasurer of Anne Arundel County, Cecil County, Somerset County,
Calvert County, Harford County, and Garrett County shall act as agent of the
Department in the registration of motor vehicles of the Class A passenger or
pleasure type and issue registration plates and registration cards as hereinabove
prescribed. In Talbot County, the additional fees paid to the county treasurer for
his services, by virtue of subsections (a) and (d) of this section, shall be paid to the
County Commissioners of Talbot County and all said moneys shall be placed in a
general fund of the county. [In Prince George's County the county treasurer shall
not act as agent for the Department in the registration of vehicles. The
Department is authorized to process registration applications from Prince George's
County in any other way authorized by this article.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 1973.

CHAPTER 599
(House Bill 1055)

AN ACT to repeal and re-enact, with amendments, Section 35(b) of Article 77 of
the Annotated Code of Maryland (1972 Supplement), title "Public Education,"
subtitle "Chapter 4. County Boards of Education"; and to add new Section 35B
to the same article, title and subtitle, to follow immediately after Section 35A
thereof; providing for the composition, election, salary, powers and duties of the
Board of Education of Carroll County and matters generally relating to an
elected school board for Carroll County; and submitting this Act to a
referendum of the legally qualified voters of Carroll County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 35(b) of Article 77 of the Annotated Code of
Maryland (1972 Supplement), title "Public Education," subtitle "Chapter 4.
County Boards of Education" be and it is hereby repealed and re-enacted, with
amendments; and that new Section 35B be and it is hereby added to said article,
title and subtitle, to follow immediately after Section 35A thereof, all to read as
