(B) WORKING CONDITIONS OF EMPLOYEES WHOSE
OCCUPATIONAL SAFETY AND HEALTH ARE PROTECTED UNDER
THE FOLLOWING FEDERAL LAWS: THE ATOMIC ENERGY ACT OF
1954, (42 U.S.C. 2021); THE FEDERAL COAL MINE HEALTH AND
SAFETY ACT OF 1969, (30 U.S.C. 801); THE FEDERAL METAL AND
NONMETALLIC MINE SAFETY ACT, (30 U.S.C. 721) AND THE
LONGSHOREMEN'S AND HARBOR WORKERS' COMPENSATION ACT,
(33 U.S.C. 901).

49. SAFETY PROGRAMS; DIVISION OF SAFETY ENGINEERING
AND EDUCATION IN DEPARTMENT OF LABOR AND INDUSTRY.

IT SHALL BE THE DUTY OF THE COMMISSIONER OF LABOR
AND INDUSTRY TO AID AND ASSIST EMPLOYERS IN CARRYING
OUT THEIR RESPONSIBILITIES UNDER THIS SUBTITLE AND TO
SUGGEST AND RECOMMEND TO EMPLOYERS AND GROUPS OF
EMPLOYERS METHODS AND PROCEDURES BY WHICH THEY MAY
DEVELOP SAFETY PROGRAMS TO CARRY OUT THE
RESPONSIBILITIES, WITHIN THE DIVISION OF LABOR AND
INDUSTRY, THERE SHALL BE A SAFETY ENGINEERING AND
EDUCATION SERVICE, WHICH ON BEHALF OF AND UNDER THE
COMMISSIONER OF LABOR AND INDUSTRY SHALL STUDY
ANALYZE AND INVESTIGATE INTO THE CAUSES OF INDUSTRIAL
AND OCCUPATIONAL ACCIDENTS AND_ FORMULATE, PLAN, AND
CONDUCT PROGRAMS, AND COURSES DESIGNED TO REDUCE
ACCIDENTS, THE_SAFETY ENGINEERING AND EDUCATION SERVICE
SHALL HAVE CLERKS, AND OTHER_ EMPLOYEES AND TECHNICAL
ASSISTANTS AS SHALL BE PROVIDED FROM TIME TO TIME IN THE
BUDGET, THE COMMISSIONER SHALL APPOINT INSPECTORS TO BE
DESIGNATED SAFETY INSPECTORS. WHO SHALL BE QUALIFIED

AND TRAINED IN OCCUPATIONAL SAFETY, AND WHO SHALL BE_
CHARGED WITH RESPONSIBILITY FOR ENFORCEMENT OF SAFETY
CODES IN CONSTRUCTION AND OTHER_ HAZARDOUS INDUSTRIES
IN THE STATE AT LARGE, WITH SALARIES AND TRAVEL EXPENSES
PROVIDED IN THE ANNUAL BUDGET, THE COMMISSIONER SHALL
APPOINT INSPECTORS, WHO SHALL BE TECHNICALLY QUALIFIED,
AND WHO SHALL BE CHARGED WITH RESPONSIBILITY FOR
ENFORCEMENT OF SAFETY CODES RELATIVE TO AMUSEMENT
RIDES OR DEVICES AND TEMPORARY AND/OR PERMANENT
STRUCTURES AT_ CARNIVALS, FAIRS AND AMUSEMENT PARKS OR
OTHER_ AREAS WHERE RIDES, DEVICES OR_ STRUCTURES MAY BE
SITUATED, THESE INSPECTORS SHALL ALSO BE CHARGED WITH
RESPONSIBILITY FOR ENFORCEMENT OF SAFETY CODES FOR
PASSENGER AND FREIGHT ELEVATORS IN PERMANENT
INSTALLATIONS AND WORKMEN'S AND MATERIAL HOISTS ON
CONSTRUCTION PROJECTS, WITH SALARIES AND TRAVEL
EXPENSES PROVIDED IN THE ANNUAL BUDGET, UPON THE
REQUEST OF ANY_COMPANY LICENSED TO INSURE AND_INSURING
ELEVATORS IN THIS STATE, THE COMMISSIONER OF LABOR AND
INDUSTRY IS EMPOWERED AND AUTHORIZED TO DEPUTIZE
QUALIFIED INSPECTORS OF THE COMPANY_ AS SPECIAL ELEVATOR
INSPECTORS AND SHALL FORMULATE RULES AND REGULATIONS
DEFINING THE AUTHORITY OF THOSE DEPUTIZED AND THE
REPORTING OF INSPECTIONS MADE BY THE INSPECTORS, SPECIAL
ELEVATOR INSPECTORS SHALL RECEIVE NO SALARY_ FROM, NOR
SHALL ANY OF THEIR EXPENSES BE PAID BY, THE STATE, ALL
FULL-TIME EMPLOYEES OF THE SAFETY ENGINEERING AND
