SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 59 of Article 77A of the Annotated Code of
Maryland ([[1969 Replacement Volume and]] 1972 Supplement), title "Higher
Education," subtitle "Scholarships," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
59.
(a) As used in this section, "training center for teachers of [the deaf]
PERSONS WITH IMPAIRED HEARING, INCLUDING THE DEAF," means
any accredited college or university [within the State of Maryland] having [a]AN
APPROVED program for the preparation of teachers of [the deaf] PERSONS
WITH IMPAIRED HEARING, INCLUDING THE DEAF which satisfies the
requirements established by the [Council on Education of the Deaf]
MARYLAND STATE DEPARTMENT OF EDUCATION for certification as
teachers [for the deaf] OF PERSONS WITH IMPAIRED HEARING,
INCLUDING THE DEAF.
(b) In addition to any other scholarships that may be awarded or provided for
under other provisions of this article, there shall be a program of scholarships for
the preparation of teachers of [the deaf] PERSONS WITH IMPAIRED
HEARDING, INCLUDING THE DEAF, to any training center for teachers of
[the deaf] PERSONS WITH IMPAIRED HEARING, INCLUDING THE
DEAF.
(c) Eligibility for a scholarship under this section shall be limited to persons (1)
who are senior undergraduate students or candidates for a Master's Degree in the
area of education of [the deaf] PERSONS WITH IMPAIRED HEARING,
INCLUDING THE DEAF, (2) who have clearly shown a commitment to teach
[deaf children 1 PERSONS WITH IMPAIRED HEARING, INCLUDING THE
DEAF, in the State of Maryland through successful completion of prerequisite
course work, (3) who are recommended by the training center for teachers of [the
deaf] PERSONS WITH IMPAIRED HEARING, INCLUDING THE DEAF,
they are applying to or attending after consultation with the Maryland [School for
the Deaf] STATE DEPARTMENT OF EDUCATION, and (4) whose financial
needs and resources meet the requirements therefor as determined by rules and
regulations adopted by the State Scholarship Board.
(d) Each year, the State Scholarship Board shall cause the availability and
conditions of scholarships under this section to be made known at colleges and
universities both within and without this State. Applicants therefor shall submit an
application in form prepared by the State Scholarship Board, which shall
demonstrate the applicant's merit and his eligibility under section (c) above. From
the qualified applicants admitted by the training centers for teacher of [the deaf]
PERSONS WITH IMPAIRED HEARING, INCLUDING THE DEAF, the
State Scholarship Board shall select [101 30 persons, and alternates in such
number as to assure that [101 15 scholarships FOR TEACHERS IN THE
SCHOOL FOR THE DEAF AND 15 SCHOLARSHIPS FOR TEACHERS IN
THE PUBLIC SCHOOLS OR STATE APPROVED NON-PUBLIC SCHOOLS
shall actually be awarded and accepted annually.
(e) The scholarships shall be held for one year, and may be renewed for an
additional year at the option of the training center for teachers of [the deaf]
PERSONS WITH IMPAIRED HEARING, INCLUDING THE DEAF. Each
scholarship shall be in an amount equal to the costs of tuition for one year at the
training center for teachers of [the deaf] PERSONS WITH IMPAIRED
