CHAPTER 222
(Senate Bill 617)

AN ACT to add new Sections 116A to 116H, 116G, inclusive, to the
Code of Public Local Laws of Allegany County (1963 Edition,
being Article 1 of the Code of Public Local Laws of Maryland),
title "Allegany County," to follow immediately after Section 116
thereof and to be under the new subtitle "Cresaptown Special
Fire Tax—Ambulance Area," creating the subdivision of Cresap-
town and vicinity in Allegany County as a special taxing area
for the purpose of providing fire protection and ambulance serv-
ice in Cresaptown, Bel Air, Rawlings and Winchester Road areas,
defining the extent of the special taxing area, providing for the
imposition of certain taxes therein, creating a Citizens' Com-
mittee, providing for their election, terms of office, powers and
duties, and relating generally to the duties of the County Com-
missioners of Allegany County and the subdivision created with
respect to such fire protection and ambulance service; relating
generally to the election and duties of the Citizens' Committee;
and submitting this Act to a referendum of the voters in the
tax area.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 116A to 116H, 116G, inclusive, be and they are
hereby added to the Code of Public Local Laws of Allegany County
(1963 Edition, being Article 1 of the Code of Public Local Laws of
Maryland), title "Allegany County," to follow immediately after
Section 116 thereof and to be under the new subtitle "Cresaptown
Special Fire Tax—Ambulance Area," and to read as follows:

Cresaptown Special Fire TaxAmbulance Area
116A.

For the purpose of this subtitle, the Cresaptown Fire-Ambulance
District in Allegany County, as hereinafter described, shall con-
stitute a special taxing area or district, and shall be deemed and
taken to comprise certain parcels of land as follows and to be known
as:

Cresaptown Fire-Ambulance Tax Area

Beginning at a point on the top of Dans Mountain about 2.38 miles
(approximately 12,600') southwest of the Dans Mountain Lookout
Tower and running thence northeasterly about 6.23 miles (approx-
imately 32,900') with the crest of Dans Mountain to a point on the
Potomac Edison Company Lake Lynn Electric Line 1.4-9 miles
(approximately 7,875') west of the Winchester Road, thence with
said Electric Line easterly about 2.2 miles (11,616') across District
No. 29, the said power line crosses the Winchester Road about 450
feet south of the Western Maryland Railroad Bridge, thence with
the east boundary of District No. 29 and the top of Haystack
Mountain, thence southeasterly about 1.36 miles (7,190') to a point
on U. S. Route 220 at the northernmost gate to the Celanese Cor-
poration, Amcelle Plant, thence in a southerly direction for eight-
tenths of one mile along the McMillen Boulevard to the southern-
most gate of the Celanese Corporation, Amcelle Plant, (so as to
exclude from this taxing area the buildings and facility of the said
