shall be tried, shall recite generally and briefly the title and number
of such rule or regulation, with the date of its passage, a description
of the offense in words of common usage, or if the rule or regulation
has been embraced in a codification, if it refers to the number of the
section of such codification and conforms to the rules of law govern-
ing the framing of indictments for violation of Acts of the General
Assembly of this State and concludes "against the form of the rule
or regulation in such case made and provided, and against the peace,
government and dignity of the State."
Sec. 2. Effective date.
This Act shall take effect on December 7, 1970.
CHAPTER 15
(BILL NO. 37-70)
AN ACT to amend Chapter 84, titled "Finance and Taxation," of the
Montgomery County Code 1965, by repealing and re-enacting,
with amendments, subsection (b) of Section 84-2, titled "Appeal
tax court," to authorize the County Executive to appoint the
members of the Court and designate the Chairman, subject to the
confirmation of the County Council-
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
Sec. 1. Subsection (b) of Section 84-2, Chapter 84, titled "Finance
and Taxation" of the Montgomery County Code 1965, is hereby re-
pealed and re-enacted, with amendments, to read as follows:
84-2. Appeal Tax Court.

(b) The Appeal Tax Court for the County, shall consist of
three members, to be appointed by the County Executive, subject to
the confirmation of the County Council, one of such members to be
designated by the County Executive as chairman, subject to the con-
firmation of the County Council.
Sec. 2. Effective date.
This Act shall take effect on December 7, 1970.
